Justice Center Detention Facility, often shortened to JCDF, is the primary Solano County jail and booking facility at 500 Union Ave in Fairfield. It sits near the Fairfield courthouse and sheriff complex, so many local arrests, court holds, warrant holds, and short county custody stays are routed through this location. A person released from JCDF usually stops appearing in the active Solano Sheriff in-custody locator. That disappearance is only a clue. The release itself is confirmed by an affirmative record such as a sheriff booking and release record, a VINE custody-status notice, or a Solano Superior Court minute order or disposition.

For active custody, the Solano locator can show the facility code 01-JCDF, inmate number, inmate name, date of birth, and a Projected Release Date column. That date is not a discharge certificate. It is a current-custody field that can change when the court acts, bail posts, a hold is added or lifted, credits are recalculated, or a transfer is entered. If the person is no longer listed, check the Jail Booking Logs and court case before assuming the person walked out of JCDF into the community.

Justice Center releases can take several forms. A person may post bond under a Solano court bail schedule, be released on a court order, complete a local sentence, receive credit for time served, be transferred to CDCR, be moved to another county, be picked up on a federal or immigration matter, or begin a probation or PRCS instruction. Each outcome points to a different follow-up record. The release-search route should therefore identify who held the person and who had the legal authority to release or transfer the person.

Confirm a JCDF Release

The best first step is the Solano Sheriff in-custody search. Search by at least the first three letters of the first or last name. If a result appears with 01-JCDF, the person is being displayed as currently in Solano custody. Review the inmate number and projected release date as current-custody leads only. If no result appears, move to the Solano Jail Booking Logs, which the county says cover people arrested and booked into Solano County jail during the last seven days and are compiled in 24-hour periods refreshed at midnight.

1. Use the Solano Sheriff active locator to see whether the person is still listed at JCDF.
2. Check the Solano Jail Booking Logs for the most recent seven-day booking window.
3. Use VINE Inmate Check if notification or custody-status registration may have been used.
4. Search the Solano Superior Court portal for the case result, bail action, warrant recall, sentence, dismissal, or transfer order.
5. Request the booking and release record from the Solano Sheriff Records/Warrants Bureau when the official release time and manner are needed.

CDCR CIRIS applies only if the person was sentenced or transferred into state prison. BOP or ICE tools apply only when the facts point to federal custody or immigration detention after the Solano jail event.

Use the facility phone for current custody questions and the Records/Warrants Bureau for public booking and release records. A records request should be narrow and neutral: give the person's full name, date of birth if known, approximate booking date, booking number or court case number if available, and ask for the public booking date, facility, charges, release date, release time, and manner of release.

Government Code section 7923.610 is the public-record anchor for arrest information, including time and manner of release or current holding location, unless a statutory exception applies. The online locator says it is informational and is not the official Sheriff's Office record, so use the records bureau or court record when precision matters.

JCDF is part of the Solano County Sheriff's Office Custody Division. It is a county jail and detention facility, not a CDCR prison. That distinction matters because Solano County contains state prisons in Vacaville, but a JCDF release is normally documented through county jail and court systems. The county directory lists the Justice Center, Claybank, Stanton, custody booking information, and Alternative Sentencing as parts of the local custody landscape.

Solano's Grand Jury assessment described the county as having three detention facilities: Justice Center, Stanton, and Claybank. It also reported combined capacity of 1,435 inmates after AB 109 population changes. That local context explains why some people who would once have gone straight to state prison may instead move through county facilities, local sentencing, probation, PRCS sanctions, or Alternative to Custody. The fact still has to be verified one case at a time.

Court and VINE Follow-Up

After a person leaves JCDF, the court case often becomes the most durable public record. Solano Superior Court criminal records include filings and criminal dispositions. Fairfield-area case numbers can begin with F, FC, FCR, or M, while Vallejo or Benicia matters may begin with V, VC, VCR, F, or M. The court record can show whether release followed bail, a court order, time served, dismissal, sentence completion, or transfer.

VINE is useful when release notification matters. Solano instructs users to select California, choose CA_MULTICO, select County, choose Solano County, search by name, open Detail, and register with a phone number and PIN. VINE is strongest when the registration is made before release; for older events, the sheriff record and court file are usually stronger.

When the JCDF Trail Moves Elsewhere

A person who leaves JCDF may be released locally, but may also move into another custody system. If the court sentenced the person to state prison, switch from Solano jail records to CDCR CIRIS, CDCR records, and Board of Parole Hearings pages. If the case became federal, use federal court records and the Bureau of Prisons locator when BOP custody begins. If the booking or family facts point to an immigration transfer or notification, use the ICE locator as a separate branch.

The Solano ICE angle should be narrow. Local reporting described the Sheriff's Office notifying ICE of a jail inmate release nine times in 2025, but that does not make ICE part of ordinary JCDF releases. It simply means an ICE check can be appropriate when the case record, release paperwork, or family information points to immigration custody after a county release.
