Alternative Custody Is Different

The Alternative to Custody program is a Solano Sheriff custody-alternative path. The official ATC page lists Work Release, Work Furlough, Electronic Monitoring, GPS, and Alcohol Monitoring. The related Alternative Sentencing Program is listed at 2500 Clay Bank Road in Fairfield. A person in one of these options may be physically outside Justice Center, Claybank, or Stanton, but that does not automatically mean the sentence or custody obligation is fully discharged.

This distinction matters for released-inmate research. A jail roster may not show the person in a standard jail unit, or a custody event may appear to have ended, but the court order may still require reporting, monitoring, work-release participation, or another condition. The right question is not simply whether the person is in a jail bed. The better question is whether the court or sheriff placed the person in ATC and what record defines that placement.

ATC can be relevant after a county sentence, during a local custody alternative, or after a court order modifies how a sentence is served. It is not a CDCR prison release and should not be researched through CDCR unless the person separately moved into state custody. It is also separate from federal BOP release and ICE detention. The local records are the court order, ATC contact, sheriff custody record, and probation or PRCS instruction if supervision is part of the outcome.

Confirm ATC Placement

To verify whether a person is in Alternative to Custody, start with the document or source that created the placement. That may be a court minute order, sentencing order, probation instruction, sheriff custody decision, or ATC office confirmation. The active in-custody locator can help rule in a standard jail hold, but ATC status may require a direct program or court check.

1. Check the Solano Sheriff in-custody locator to see whether the person is still listed in a jail facility.
2. Review the Jail Booking Logs for a recent booking event and date anchor.
3. Search Solano Superior Court records for sentencing, alternative custody, bail, release, or modification orders.
4. Contact the ATC office for program-status questions when you have enough identifying information.
5. Use sheriff records for the public booking and release event if the question is when the person left jail custody.

If the person is on probation, PRCS, or parole after release, use Post-Release Supervision to find the correct agency. Solano County Probation handles local probation and PRCS matters for eligible CDCR releases, while CDCR DAPO handles state parole. ATC is local sheriff/court custody context, not a substitute for those supervision systems.

The Sheriff's ATC page publishes 707-784-7183, fax 707-399-4977, and Monday-Thursday hours of 7:30 a.m.-4:30 p.m. The court resource listing gives Alternative Sentencing Program, 2500 Clay Bank Road, Fairfield, CA 94533, with 707-784-7183 and alternate phone 707-784-7184. Use the ATC contact for program placement questions and use the court or sheriff record for the underlying custody authority.

For a public release record, ask for booking and release fields from the sheriff records office. For an ATC placement or modification, ask the court record to show what the judge ordered and ask ATC for program status where disclosure rules allow. Keep the request focused on the public custody event and the court order.

About Alternative to Custody

ATC helps explain why a person may not be housed continuously at Justice Center, Claybank, or Stanton even though a sentence or custody condition continues. Programs listed in the research include Work Release, Work Furlough, Electronic Monitoring, GPS, and Alcohol Monitoring. Those labels describe different forms of controlled custody or sentence service. They should not be collapsed into one generic release label.

Solano's custody landscape includes jail facilities, the Sheriff's custody division, the Superior Court, Probation, PRCS, CDCR, and separate federal or immigration systems. ATC sits on the local sheriff and court side of that map. If a person was placed in ATC after a court order, the court record will often explain the reason better than the active jail locator. If the person violated ATC terms or was remanded, a later booking may appear through the sheriff systems.

Court and Supervision Records

Solano Superior Court records are central to ATC because they can show sentencing, bail conditions, custody alternatives, probation terms, warrant recalls, and modifications. The criminal branches in Fairfield and Vallejo keep records at the branch where the hearing was heard. Court record requests may use Local Form #4021, and the court publishes fee and copy rules for search and certified copies.

Probation may also matter. Solano County Probation's Adult Division provides investigation and supervision services, and PRCS may apply to eligible people released from CDCR institutions to county supervision. ATC should be described as custody-alternative navigation, while probation, PRCS, and parole are separate supervision statuses that may follow or overlap with a court outcome.

No ATC Release Roster

The research did not identify a public ATC roster that lists people currently in work release, furlough, electronic monitoring, GPS, or alcohol monitoring. It also did not identify an official Solano Sheriff mobile app with a separate recent-release list. Use VINE for custody notification where it applies to Solano County jail custody, but use the ATC office, court record, and sheriff records request for ATC-specific questions.

If a person was booked first and later moved into ATC, keep the booking and ATC questions separate. The Jail Booking Logs may help identify the recent custody event, while the court file and ATC office explain whether the sentence is being served through a custody alternative. If a later violation or remand occurs, a new sheriff custody event may appear in the active locator or booking logs.
